By focusing on exemplary initiatives of systemic support for developing, sharing, and utilizing learning outcomes assessment tools, this study aims to examine how faculty’s’ expertise in defining and assessing higher education learning outcomes (expert judgment) are fostered, and to identify necessary conditions in which faculty function as change agents for the institutional adoption of a learner-centered education (learning systems paradigm).
